According to available information, the law may require proof of basic knowledge of Croatian to extend a work permit or residence permit.
As a result, many people ask the same question:
“If I enrol in a Croatian course, will I get a certificate?”
The answer is yes — but it depends on the level.
This article explains what A1 really means, how A1.1 and A1.2 work, and what certificates foreign workers can realistically expect.
Is a Croatian Language Certificate Required for a Work Permit?
At the moment, the law is still in preparation, and official by-laws have not yet been published. However, public information indicates that the required level of Croatian language knowledge would be A1 or A2(basic user).
It is important to understand that:
- the law refers to a language level, not to a single course
- A1 is a full level, not a one-time beginner class

What Does “A1 Level of Croatian” Actually Mean?
Language courses are aligned with the CEFR (Common European Framework of Reference for Languages), an international standard used for all languages. CEFR levels apply equally to Croatian, English, German, and other languages, meaning that A1 always follows the same structure, regardless of the language.
A1 Is a Full Level – Not a Single Course

- A1.1 is the foundation
- without A1.1, A1.2 is too difficult
- without A1.2, you cannot reach A1

How Long Does It Take to Reach A1 Level?
The time needed depends on:
